Description/ Celtic-styled duck with protruding eyes and bill

Seller's Note/ Oh my goodness, what a curiously remarkable artifact! With the loop and all, it certainly does appear to be a pendent of some sort, but with that protruding bill it would have been rather uncomfortable to be worn about the neck. Was it worn somewhere else or did serve another purpose entirely? Possibly a crude key?
