Seller's Note/ Thanks and a tip-o-the-hat to Ron M for helping us ID this artifact. From Ron:

"A leather strap was attached to the plain back side (see attached picture) and was attached by usually domed or rounded head type rivets - basically a decorative touch for a strap terminal … and probably kept the leather strap end from "curling up" AND kept the strap end hanging downward due to the weight of the mentioned attachment."
